The agency’s FOIA public access portal now says it is using a “sign on system that requires identity verification.” According to the site, users with accounts set up before June 26, 2023, will have to register or sign in through ID.me, a third-party contractor that provides verification services for the IRS and other government agencies.

Requesters can choose a self-serve ID-proofing option that requires a government-issued ID and selfie or may opt for a video call with an ID.me representative, which does not require the submission of biometric data.

“Those who do not want to participate in online identity proofing can submit their requests through mail or fax,” the agency said.

Access FOIA Library: The Freedom of Information Act (FOIA) Library provides access to tax records already available to the public. The library consists of tax records, such as:

  • Published Tax Guidance
  • Administrative Manuals and Instructions
  • Training and Reference Materials
  • Frequently Requested Records
  • Reports
  • Other Information Available to Public

Request Routine Access Records: No FOIA request is required to receive Routine Access records. The following types of records are available under Routine Agency Procedure:

  • Copies of tax returns
  • Copies of transcripts (income transcripts, account transcripts, etc.)
  • Tax exempt documents available under IRC 6104
  • Written determination documents available under IRC 6110
