Joy L. Burgess is a Certified Public Accountant licensed in the state of Maryland.  She graduated from Bloomsburg University in Pennsylvania where she earned a Bachelor of Science and majored in accounting.  Additionally, she earned a Master of Science from Central Michigan University.

Ms. Burgess is the owner of Phoenix Tax Services, LLC. with over 30 years of experience and success in the tax profession.

Prior to her appointment to the board, Joy participated as an active member of the National Society of Tax Professionals for many years.

Ms. Burgess is also a Senior Finance Director employed by a Large Government Contractor and currently serves on the Finance Committee for her Condominium association in the Northern Virginia.
