I will bring to NSTP leadership skills; skills I’ve attained through my years as a finance leader with companies of varying sizes. I am currently the Director of Finance at ECT, Inc., a private environmental and consulting company based in Gainesville, FL. Prior to joining ECT was a finance leader with a government contractor in the Northern Virginia area for over 30 years. It continues to be extremely important to drive communication ensuring that people with varying degrees, ethnicity, gender and age are represented. I would like to continue to provide that to the NSTP board.

BRIEFLY DESCRIBE YOUR RELATIONSHIPS AND ASSOCIATIONS WITH OTHER ORGANIZATIONS. 
I have been a board member of NSTP for the past three year and am also currently a member of NCEO as well as member of Alpha Kappa Alpha Sorority Inc. Additionally, I currently serve on the finance ministry committee at BBIC-Tampa.

LIST OTHER RELEVANT EXPERIENCE. 
For the last thirty plus years, I’ve been a business owner and I’m a Certified Public Accountant; licensed in the state of Maryland. I held the Treasurer position at Antioch Baptist Church in Fairfax Station Virginia for 15 years through 2018.

BIOGRAPHY

My name is Joy Burgess and I am an accounting, finance and tax professional and I currently hold a CPA license from the state of Maryland. I’ve successfully owned and operated my own business, J. Phoenix Tax Services, LLC for over 30 years.

I am originally from Downingtown, PA where I graduated from Downingtown Senior High. I went to Bloomsburg University and graduated with a degree in Accounting in 1986. After graduating I moved to Maryland and began career working for Electronic Data Systems, a company owned by Ross Perot. I continued to work for EDS gaining accounting and finance experience with increased responsibilities. I obtained my CPA license in 1990 and I continue on today with an active status from the state of Maryland.

A few years after obtaining my license, I took on a part time job and began my tax professional career working for H&R Block. After three years of going through H&R Block’s rigorous training and working with for them; I began working for myself and I’ve had my own business for thirty-plus years. Soon after starting my business I attended my first IRS tax forum in Philadelphia, PA and that was also when I became aware of NSTP. I attended NSTP seminars a few years before actually becoming a member; I’ve now been a member of NSTP for over 25 years. I’ve always enjoyed the seminars and appreciated the service the organization provides. Serving on the NSTP board for the last four years has been enlightening and rewarding; I have been able to support the organization in a much greater capacity and I look forward to the opportunity of continuing to giving back to the organization that has provided excellent training to me over the years.

More on my background, in 1998, I also obtained a Master’s degree in Business Management from Central Michigan University. I am the youngest of six children and I am an aunt 16 times. And while over the last seven years, I’ve said goodbye to my two biggest fans, my Dad (in 2019) and my Mom (in 2025) as well as my partner’s parents in (2024 and 2025), I remain resolute in my desire and commitment to show the next generation about the possibilities of opportunity.

In closing, I’m excited about the prospect of continuing to serve on the board of NSTP. As NSTP continues to provide training to our members; we also need to continue to reach out to the next generation of professionals to engage with them and to grow the organization for the future and I’d like to be apart of the process.
